RULES OF THE BEVERLEY TARGET CLUB (1948)
Formerly the Beverley Small Bore Rifle and Pistol Club
Proposed 2008 Revision
- The Club shall hereafter be called the Beverley Target Club.
- The club's objects shall be to foster and promote
a) Small Bore Rifle Shooting,
b) Archery, both indoor and in the open air and in all its forms other than Bow Hunting and
c) the safe and efficient use of Air Weapons, in Beverley and district. In order to improve the co-ordination and skills together with the spirit of comradeship amongst members, in the interest of the community at large. Nothing in the club's constitution shall conflict with that of the National Small Bore Rifle Association nor the Grand National Archery Society hereafter known as the NSRA or the GNAS.

The Committee to have the power to co-opt additional members should the need arise.
Five committee members to form a quorum at committee and other policy meetings. - Persons proposing or seeking membership must attend the Club on three occasions before being proposed and seconded by full members. Normally all prospective members should serve a six month probationary period during which period regular attendance and participation is required. After this six month period their application for membership to the Club will be considered by the Committee. With all prospective members once the three initial attendance period has elapsed they shall pay the normal Range Fee plus £1 on each visit to the Range. The additional amount paid shall at the end of the probationary period be deducted from the appropriate annual subscription
- Membership of the Club shall be open to anyone interested in the sports on application regardless of sex, age, disability, ethnicity, nationality, sexual orientation, religion or other beliefs. However, limitation of membership according to available facilities is allowable on a non discriminatory basis.
- The Club may have different classes of membership and subscription on a non discriminatory and fair basis. The Club will keep subscriptions at levels that will not pose a significant obstacle to people participating.
- With all sections of the Club applications for membership will not be accepted from young persons under the age of 9 years. With young persons their sponsors or parents will at all times be responsible for their supervision at any Club activity. The use of firearms will not normally be permitted by juniors under the age of 12 years.........................TO TOP
- The Annual General Meeting will normally be held in January / February of each year at which meeting the Honorary Treasurer and Honorary Secretaries together with Section Secretaries shall present the balance sheet and their respective reports. Notice of the meeting date together with the agenda and other relevant papers shall be posted on the secretary's notice board at least fourteen days beforehand.
- The Annual Subscription will be fixed by the Annual General Meeting and will include the appropriate levy imposed by the National Small Bore Rifle Association or the Grand National Archery Society.
Subscriptions may be paid on a quarterly basis according to the date of acceptance of membership.
Exceptions to the full subscription rate will apply to
a) Family members where one member shall pay the full subscription plus the NSRA/GNAS levy and other members of the family will pay 75% of the full subscription plus the NSRA/GNAS levy (except in the case of those members already entitled to reduced rates),
b) to members below the age of 18, full time students and fully retired members - who will pay 50% of the full rate plus the NSRA or GNAS levy,
c) to non-shooting members – who will pay 25% of the full rate and can be excluded from the NSRA or GNAS levy so long as they do not participate in either sport within the club.
A Joining fee will not be levied but members who let their subscription lapse, or who have not paid their subscription by the 1st of April of the subscription year shall be charged a rejoining fee of 50% of the annual rate.
In special circumstances the committee holds the right to administer a reduced membership fee. - Subscriptions should normally be paid within 28 days of the Annual General Meeting. Subscriptions not paid by the 1st April of the year will lead to a lapse of membership. Subscriptions may be paid by installments by agreement with the Honorary Treasurer.......................TO TOP
- A member can introduce a visitor on not more than four occasions in a year. An introduction record will be maintained. Details of the visitor must be completed at least 24 hours before the intended visit. In addition a visitors' book shall be maintained in which the visitor and the member making the introduction shall both sign and also enter the address and telephone number of the visitor.
- The Club Committee shall meet as and when required. Notice shall be given by the Secretary, if possible, not less than three days before such a meeting be due to take place.
- An Extra-ordinary General Meeting shall be called should the Committee consider it necessary, or upon application by not less than one quarter of the paid up members, but fourteen days notice must be given before such a meeting be due to take place. The members requiring such a meeting must notify the Secretary in writing of the reason for this request and deposit the sum of £5, such deposit to be returned if the matter in question is sustained.
- The Club may refuse membership or expel from membership only for good and sufficient cause, such as conduct or character likely to bring the Club or the sport(s) into disrepute. Appeal against such a decision may be made to the Club's members and decided by a majority vote.
- The general rules and regulations of the National Small Bore Rifle Association and Grand National Archery Society will apply except in particular competitions when special conditions applicable to those competitions will take precedence.
- Range Officers will be appointed and will be in complete charge of the Range during their period of duty.
- All members will be liable to contribute towards Club funds if at any time there is a lack of funds to meet Club financial liabilities, such contribution not to exceed 50% of the total annual membership subscription.
- The property and funds of the Club cannot be used for the direct or indirect private benefit of members other than as reasonably allowed by the Rules and all surplus income or profits are reinvested in the Club.
- The Club may provide sporting and related social facilities, sporting equipment, coaching, courses, insurance cover, medical treatment, away-match expenses, post match refreshments and other ordinary benefits of Community Amateur Sports Clubs hereafter known as CASC, as provided for in the Finance Act 2002........................TO TOP
- The Club may also in connection with the sports purposes of the Club:
sell and supply food, drink and related sports clothing and equipment;
employ members (though not for playing) and remunerate them for providing goods and services, on fair terms set by the Committee without the person concerned being present;
pay for reasonable hospitality for visiting teams and guests;
indemnify the Committee and members acting properly in the course of the running of the Club against any liability incurred in the proper running of the Club (but only to the extent of its assets). - The Committee will have due regard to the law on disability discrimination and child protection.
- The members may vote to wind up the Club if not less than three quarters of those present and voting support that proposal at a properly convened general meeting.
- The Committee will then be responsible for the orderly winding up of the Club's affairs.
- After settling all liabilities of the Club, the Committee shall dispose of the net assets remaining to one or more of the following:
to another Club with similar sports purposes which is a registered charity and/or
to another Club with similar sports purposes which is a registered CASC and/or
to the Club's governing body for use by them for related community sports. - No alteration shall be made to these Rules except at an Annual General Meeting.
- Where there is any conflict between any of the above Rules ("key Rules" in italics) and any other rule or rules the key Rule(s) will take priority. Interpretation of all the Rules must be consistent with the statutory requirements for CASCs (which means Community Amateur Sports Clubs as first provided for by the Finance Act 2002.)
- The above Rules of the Beverley Target Club were revised and confirmed at the Annual General Meeting held 29th January 1999. The major amendment from the previous Rules being a change in the age of membership to allow younger juniors into the Archery Section of the club and the changes to reflect GNAS membership. Subsequent changes to reflect CASC model clauses made in January 2005.
